From a Push Mower
To a National Network.
No investors. No acquisitions. Just twelve years of work that started with one kid, one mower, and a yard sign.
The Grit
Founder Joe Manno started at 14 with a push mower his dad bought him. When his parents moved three hours away, he stayed behind with a friend’s family to keep the business alive, hiring his own teachers to plow snow before he could legally drive. A machine accident in 2018 nearly killed him. A client bankruptcy in 2019 nearly finished the business. He rebuilt from odd jobs both times and kept every lesson.
The Shop
Joe bought a flood-damaged building from his grandparents and lived in the unfinished shop while he rebuilt it, teaching himself everything from electrical to drywall. A 6,000 square foot building needed to pay for itself. At 23, he picked vehicle upfitting, took a loan against the freshly renovated building, and opened Utilitac.
The Utilitac Standard
The first year was spent on the road asking departments and dealerships for a chance, and a small Pennsylvania township finally gave us one. Up close, the industry was worse than we thought: black-box quotes, captive builds, and salesmen paid to deliver as little as possible. Utilitac answered with the industry’s first lifetime installation warranty, itemized picture quotes, and uniform pricing. Quote requests arrived from every state, and we outgrew two buildings in three years.
FountFleet
We built the systems we wished existed: the configurator, the customer and partner portals, Upfitter ProShop, and Upfitter University. In 2026, Utilitac became FountFleet: one brand, one build standard, and a growing network of partner shops nationwide.
The Company

We got tired of watching officers sidelined by daisy-chained wiring. Tired of hidden pricing and salesmen paid to deliver as little equipment as possible for as much money as possible. Tired of fleet directors juggling five vendors to get one vehicle on the road.
There is no “good enough for government work” here. We do it once, we do it right, and we put it in writing for the life of the vehicle. That standard is why our labor rate is what it is, and why our warranty claims fit on one hand with fingers to spare.
